Seoul is “doing its best to provide humanitarian aid and reconstruction assistance in accordance with the spirit of the constitution,” the president said.

Yoon said his country’s relations with Moscow have been strained by what Seoul and Washington say are arms shipments from North Korea to Russia for use in Ukraine.

“The export of offensive weapons from North Korea not only supports the illegal conduct of the war over Ukraine, but also clearly violates (…) UN Security Council sanctions related to the North’s nuclear weapons -Korean,” judged Yoon Suk Yeol.

Despite this, “Russia is a country with which we have had a good relationship for a long time,” he observed.

“We will cooperate on a case-by-case basis, and we may disagree or be guarded depending on our differences in positions, but we will manage our relationship with Russia as harmoniously as possible,” Yoon said.

Seoul aims to become the fourth largest arms exporter in the world, behind the United States, Russia and France, a goal now achievable, according to industry experts.
