Job description:

Purpose of the position:

World Chad is seeking a Food and Cash Assistance Specialist to facilitate program design, procurement of food/cash assistance resources for emergency response and resilience and recovery programs with high standards of relevance, speed and efficiency.

The objective of the position is to work with the Director of Acquisition and Resource Management and lead multi-departmental teams in the development and coordination of proposals and concept documents for multi-sectoral relief and recovery programs, as well as lead grant acquisition processes for the assigned area.

The Food and Cash Assistance Specialist will also liaise with potential and current donors and other external partners to establish relationships that promote the acquisition of funds and the implementation of quality programs.

Main responsibilities:

Implementation of the project

  • Responsible for implementing fully humanitarian treasury and market activities in the county, with emphasis on food assistance;
  • Responsible for providing technical expertise and guidance to implement school meal programs in responses and communities;
  • Contribute to the effective and timely, community-led identification and registration of beneficiaries of cash transfers and food assistance;
  • Mobilize and sensitize representatives of relevant ministries, county government and other stakeholders to proactively participate in strengthening community structures;
  • Identify/map all existing actors in monetary/food assistance programs in the project areas;
  • Develop and deliver necessary trainings for staff, community members and partners related to cash and voucher food strategies;
  • Jointly with partners, participate in participatory assessments to inform the best approaches to food, cash and voucher programming;
  • Support the implementation of food, cash and market initiatives through cash transfer-based programs and/or other applicable approaches, including but not limited to general food distribution;
  • Develop and maintain networks with partners and other stakeholders in the county and sub-county where the project is domiciled to maximize the impact of food, liquidity and markets efforts;
  • Liaise with the Food, Cash and Markets Technical Lead, Project Manager and RAM Director to effectively support the project to deliver all food, cash and market initiatives – assessments, designs , monitoring and evaluations – in accordance with standards and policies established by VM. and procedures;
  • Monitor and support the timely and appropriate use of budgeted resources for all food, cash and market interventions;
  • Ensure compliance with food standard operating procedures (SoP) and CVP when deploying food, treasury and markets initiatives;
  • Implementation of the project on time and with quality;
  • Use of the budget up to acceptable thresholds;
  • Effective project monitoring and documentation

Responsibility Monitoring, evaluation and reporting

  • Compile necessary monthly, quarterly and annual reports for transmission to project managers and the national office, describing progress against approved work plans and budgets;
  • Attend regular weekly and monthly planning meetings as needed;
  • Establish and strengthen the capacities of community feedback structures on project sites;
  • Regularly document successes, key lessons/innovations to share within the partnership;
  • Adapt context-specific digital processes to Food, Cash & Markets activities;
  • Establish monitoring, accountability and learning systems for Food and CVP programs: CHD, CRM among others;
  • In collaboration with the Food Assistance and Livelihoods Manager and M&E, to facilitate market monitoring and document lessons to share internally and with key partners;
  • Coordinate with project managers and project monitoring and evaluation officials to ensure that appropriate controls, monitoring and evaluation tools are in place and used in a timely manner in the Food, Cash and Markets component;
  • Promote the use of digital systems (LMMS) for activity monitoring, beneficiary registration, cash distribution tracking/post-distribution monitoring (PDM) and humanitarian accountability, document lessons and share best ones practices with the various stakeholders;
  • Ensure that regular reports on the program are generated and shared internally: activity reports, monthly reports, semi-annual and annual reports;
  • Ensure that internal control systems are in place to identify and manage potential risks associated with food distribution and cash transfers at the community level;
  • Punctual and quality reports;
  • Documented learning and actions;
  • Innovations and new practices adopted and implemented;
  • Well-documented success stories, best practices and lessons learned;

Capacity Building

  • Capacity assessment and facilitation of training on identified gaps for project staff and partners;
  • Develop and deliver necessary training for staff, community members and partners related to food, cash and voucher interventions, to enable them to effectively implement innovative digital solutions;
  • Provide ongoing coaching and mentoring of community structure and project staff to ensure desired results are achieved;
  • Review and technically support key project design documents and reports within DMT and in VM Chad TPs;
  • Capacity building for staff, partners and the community

Other tasks

  • Perform any other task that may be assigned to him by the RAM director, the intervention manager, SLT;
  • Identify and recommend opportunities for VM Chad to strengthen food, monetary and market initiatives in the county;
  • Lasting positive relationship

Qualifications: Education/knowledge/technical skills and experience

The following may be acquired through a combination of formal education or self-education, prior experience, or on-the-job training:

Level of education required :

  • Bachelor’s degree in the following fields: Social Sciences, Economics, Statistics or related field. Postgraduate training in food, CVP monitoring and evaluation, statistics, economics, IT, agriculture or a related field will be an added advantage;
  • At least 5 years of practical experience in food, cash and voucher-based programming, including: general food distributions, school meal programs, market price monitoring, beneficiary targeting and registration processes community-based, implementing cash-for-work/assets interventions in an emergency response context;
  • Strong evidence of good interpersonal and communication skills;
  • Experience working with Mobile Network Operators (MNOs) and Financial Services Providers (FSPs);
  • Experience working with local and internal partners to design programs, implement or build capacity;
  • Experience in setting up functional monitoring and accountability systems;
  • Understanding of the program design process and monitoring/evaluation processes;
  • Management of complex government/institutional funded programs/projects;
  • Highly flexible and organized, able to coordinate community, partners and stakeholders, including private sector actors, and guide the technical decision-making process;
  • Able to handle multiple, simultaneous demands and willing to take on new tasks on an ad hoc basis as assigned by the supervisor
  • Ability to work both on own initiative and as part of a team in a high-pressure environment while meeting deadlines;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus;
  • Ability to work well and promote teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well;
  • Fluency in written and spoken French and English.
