Rebound in the affair of the housing cooperatives of the companies CDE, DAMAG and the real estate developer Cheikh Thiam

They still have not received their plots of land. Agents of the CDE and DAMAG companies are in dispute with the real estate developer Cheikh Thiam. While he has already served a one-year sentence for fraud, C. Thiam has not respected his commitments to return plots to these two housing cooperatives.

In this case, the CDE housing cooperative had signed two memoranda of understanding for the delivery of 400 plots for residential use, valued at 276,800,000 F CFA, which Cheikh Thiam received by check deposits. However, since the handover, no plot has been delivered.

Concerning the DAMAG housing cooperative, the protocol concerns a lot of 80 plots of land for residential use, estimated at 100,000,000 F CFA. Here too, the developer Thiam received the amounts by check and did not deliver the land.

Arrested for fraud, Cheikh Thiam was sentenced by the Dakar court to two years, including one year, and to 320,000,000 F CFA for all causes and damages combined on behalf of the CDE cooperative and 110,000,000 F CFA for DAMAG.

Upon his release from prison, Cheikh Thiam approached the cooperatives’ lawyer, Me Malick Mbengue, for negotiation. Then, he presented to the parties Dieynaba Mbodj, Adama Ndiaye Deguene Thiam, Cheikh Sadibou Camara and others land in Lélo (Thiès) and Touly (Keur Moussa).

However, on July 4, 2024, Cheikh Thiam, accompanied by his son Bassirou, showed them around the sites. The developer promised them to deliver the land to protocol standards. He had reassured them, maintaining that he just had to recover administrative acts from the taxes and estates of Thiès to disinterest them. Only Cheikh Thiam did not keep his word.
