We are four to five degrees below seasonal averages. Prefectures are therefore starting to launch their “severe cold plan”. This Monday morning, the thermometer even dropped to minus ten degrees in Puy-en-Velay (Haute-Loire). A drop in temperature that is unlikely to go unnoticed, even if for some, it is not cold.
