It was Roch-Olivier Maistre’s last major project as president of Arcom, before handing over to Martin Ajdari on February 2, 2025. The audiovisual policeman has just decided the fate of the new numbering of TNT, after the non-renewal of the frequencies of C8 and NRJ 12 as well as the planned arrival in the coming weeks of channels created by Ouest-France and the group CMI Media. But also to the announcement of Canal + to withdraw from its historic channel 4, in protest at the deletion of C8.
As a result, a big upheaval awaits the public, starting June 6. Thus, fourth place will be reallocated to… France 4 – and its evening cultural version Culturebox, positioned in 14th until now. Enough to form a large public block, where France Télévisions would occupy channels 2 to 5! Behind, in place of C8, the regulator decided to position LCP / Public Senate, former number 13.

Behind, NRJ 12 leaves its place to Gulli, until now on the 18, to then proceed with a block of continuous news channels, desired by TF 1 and the public service, feared by the two others. Thus, BFMTV goes from 15 to 13. CNews also climbs two levels to occupy 14th position, followed by the rise of LCI in 15 and franceinfo in 16. By force of circumstances, and contrary to the scenarios once envisaged , CStar does not move and remains on channel 17 of TNT.
What then of place 18, vacated by the passage of Gulli on 8, and of 19, left vacant since the closure of France Ô in August 2020? Both will ultimately be attributed to new entrants, two new products, one created by the CMI Média group, the other by the Ouest France group – which does not plan a launch before September 1, 2025. “It’s absolutely crazy and scandalous, analyzes an executive from a private broadcaster. They were planned to occupy the last places and will find themselves in front of the second generation DTT channels (6ter, 25, RMC Story, RMC Découverte, RMC Story among others).”
However, we will have to wait until June 6 and the effective withdrawal of Canal+ from TNT to see this new numbering put in place. By then, the general public will know a list of Gruyere-style channels with three holes in the rack — 8, 12 and 19 — thus going directly from Arte to W9, from TFX to LCP/Public Sénate and, as was already the case, from Gulli to TF1 Séries Films.
