SENEGAL-POLITICS / The DPG, an exercise that resembles a ritual – Senegalese press agency

Dakar, Dec 26 (APS) – Over the years, the general policy declaration has become established as a ritual, often giving the opportunity to compare the postures and highlights of its exercise by the different heads of government having succeeded one another throughout the political history of Senegal.

The former President of the Republic, Abdou Diouf (1981-2000) was the first to undertake the exercise of the general policy declaration on March 10, 1970. He was then the Prime Minister appointed by President Léopold Sédar Senghor , in power from 1960 to 1981.

It would be difficult not to mention the general policy declaration of Prime Minister Mamadou Lamine Loum, in September 1998, marking the end of the reign of the socialist regime, and that of Moustapha Niasse, in July 2000, which opened the first political change in Senegal .

These DPGs are often cited as references due to their tone and originality.

”Building a bridge over the 21st century, as we have the ambition to do, is to open a new perspective to our country and give meaning to the sacrifices we have made for more than two decades,” declared Mamadou, for example. Lamine Loum in front of the deputies.

His successor two years later, Moustapha Niasse noted that his government had set about tackling the problems of the Senegalese head on, in a spirit of cohesion and solidarity.

He also mentioned a series of unprecedented reforms whose objective was to “liberate the creative energy” of the Senegalese, that of the youngest in particular.

”First, the Head of State made the decision to make a precise, objective and uncompromising inventory of the situation in our country. This inventory has begun: it aims to measure the achievements, if they exist – and it is true that they exist – even if the latter are limited and have a very relative impact on the correction and recovery exercise which is currently being undertaken,” said Moustapha Niasse.

Idrissa Seck, often presented as a great tribune who likes to embellish his speeches with references drawn from Western culture such as Arab-Islamic culture, also sacrificed himself to the exercise in February 2003. He also left his mark with the tone and the originality of his speech to the National Assembly.

”The formidable adventure of the blue march gives this teaching a perfect manifestation, in style and meaning. With the help of God, and under the direction of the one (Abdoulaye Wade) who, by turns the object of criticism and the subject of fascination, ordeal after ordeal, failure after failure, milestone after milestone, waited, with endurance, without ever losing enthusiasm, the advent of change on March 19, 2000,” declaimed the former mayor of Thiès in his speech.

Continuing, he added: “Here I am again, close to him (Abdoulaye Wade), in this position of trust and authority, charged with a new mission: that of organizing and leading Senegal’s march towards the economic, social and cultural development”.

”From memory, the DPGs of Mamadou Lamine Loum, those of Moustapha Niasse and Idrissa Seck struck me more with their tone and originality. The first was the last under the reign of Diouf and the second was the first head of government after the alternation,” commented Elimane Haby Kane, president of Think Thank Legs Africa.

For the sociologist, Idrissa Seck’s DPG was especially marked by the originality and theorization of clusters of convergence and the dichotomy between goorgorlu (resourcefulness) and njublang (fraud)”.

Professor of Modern and Contemporary History at the Faculty of Sciences and Technologies of Education and Training (Fastef ex. ENS), Mamadou Yéro Baldé also cites as an example the general policy declaration by Moustapha Niasse delivered on Thursday July 20, 2000 in a context of alternation. “In short, the declarations that occur in moments of rupture are always striking,” noted the academic.

It goes without saying that the nature of the last presidential election and its twists and turns, the political trajectory of the current Prime Minister as well as that of the President of the Republic certainly offer Ousmane Sonko thematic material which suggests a general policy statement of a historical nature.
