Rafael Louzán was elected new president of the Royal Spanish Football Federation (RFEF) this Monday, although his position depends on the next judgment of the Supreme Court following his conviction for professional misconduct while president of the Provincial Council of Pontevedra. If the decision, expected on February 5, confirms the conviction, new elections will have to be called.
Born in Ribadumia, Pontevedra (November 21, 1967), Louzán was previously vice president under Pedro Rocha and was considered his right-hand man. He has also been president of the Galician Football Federation since 2014.
Additionally, Louzán has an extensive political career. He started as a maintenance worker in his municipal council before becoming a councilor, then a member of the Provincial Council of Pontevedra, where he was vice-president and then president for 13 years. In 2015 he joined the Galician Football Federation, where he had already been in charge for a year.

His 2022 conviction for professional misconduct by the Pontevedra Provincial Court relates to the awarding of a grant of €86,311 to a company for improvements to the Moraña football field, most of which had already been carried out. As a result, Louzán was banned from holding any public office for seven years.
Louzán established himself as a consensus candidate among the territorial federations and received strong support from Javier Tebas, president of LaLiga. However, he faces opposition from the Superior Sports Council (CSD), which could disqualify him if they report him to the Administrative Sports Tribunal (TAD) for violation of articles 19.4 and 24 of the RFEF statutes, which stipulate that people disqualified from holding public office cannot hold federal office, as is the case of Louzán.
