The Court of Auditors launches an urgent call to the MEF for 2023-2024 inventory reports of public institutions

The president of the council of the Court of Auditors and Administrative Litigation, Me Rogavil BOISGUENE, wrote to the Minister of Economy and Finance (MEF), Alfred METELLUS, to inform him that several public institutions have not yet submitted their inventory reports for the past fiscal year.

Until now, many public institutions have not sent the Court an inventory of their movable and immovable property. Me Rogavil BOISGUENE therefore asks the Minister of Finance to pass instructions to the competent services of the MEF for the transmission of these inventories to the Court, specifying that audit requests will not be taken into consideration without these documents.

The CSCCA recalls that a correspondence had already been sent on October 18, 2024 to the then Minister of Economy and Finance, Ketleen FLORESTAL. This letter recalled that, in accordance with the provisions of article 10 of the Order establishing the General Regulations of Public Accounting of February 16, 2005 and article 5 paragraph 11 of the decree of November 23, 2005 establishing the Organization and Operation of the CSCCA, public institutions are required to submit to the MEF, to be sent to the CSCCA, the updated inventory of their movable and immovable property.

In addition, the Decree of September 30, 2024 relating to the General Budget for the 2024-2025 financial year stipulates in its article 104 that “the institutions of the State Administration must send, to the Ministry of the Economy and Finance to be sent to the Superior Court of Auditors and Administrative Disputes, no later than October 31, the inventory at the acquisition cost of their fixed assets bodily”. It is also specified that “Financial Controllers and Public Accountants are prohibited from authorizing or paying an expenditure without submitting this inventory”.

Currently, still according to correspondence from the CSCCA, only 14 institutions have already submitted their inventory reports for the 2023-2024 financial year, including four ministries and the Prime Minister’s Office.
