The price of cigarettes in France is experiencing a further increase, a direct consequence of recent tax decisions adopted by the Senate. This increase is part of a public health policy aimed at reducing tobacco consumption, while increasing tax revenue.
From January 1, 2025, the average price of a pack of cigarettes will increase to 12.70 euros, compared to 12.30 euros currently. The move is part of a broader plan that aims to reach a price of 13 euros by 2027. This price increase was precipitated by budgetary constraints, while the government had initially planned a gradual increase. Recent discussions in the Senate led to this anticipated decision, marking an acceleration of the planned timetable.
During the debates in the Senate, the Minister of Health proposed a moderate increase in prices in accordance with the initial objectives of the anti-tobacco plan. However, the senators opted for a larger increase, which should generate around 200 million additional euros in revenue from 2025. This choice revealed divergences within the political landscape: the left pleaded for an even larger increase , aiming for a price of 16 euros per pack within two years.

It should be noted that smoking remains a major public health problem in France, responsible for 75,000 deaths each year. Despite a slight decline in the number of smokers in recent years, almost a third of adults aged 18 to 75 continue to smoke regularly or occasionally. Price increases are intended to deter smokers and reduce smoking prevalence. However, the effectiveness of these measures will also depend on other initiatives such as awareness campaigns and cessation aids.
Furthermore, the price increase does not only concern classic cigarettes; it also affects other tobacco products, including hand-rolling tobacco and nicotine pouches. Although some proposals to ban tobacco have not been accepted, it is clear that the tobacco market is evolving and that regulations must adapt. Discussions around other products such as alcohol were also present during the debates in the Senate.
