Joe Biden changes his doctrine, but gives no explanation

The US president gave no explanation for his decision to authorize Ukraine to use ATACMS missiles against Russian territory. While he had imposed employment restrictions on kyiv during the delivery of these weapons last year, Biden decided to change this rule, but without giving the reasons, nor providing context for his decision, nor clarifying if it was a change of doctrine.
