This new contract, established by a law passed on November 15, 1999, was then seen as a revolution for same-sex couples wishing to unite. The number of signatures of civil partnerships between homosexual people thus represented 42% of the 22,500 couples in civil partnerships in 2000, reports INSEE, but heterosexual couples quickly took over. There are now four civil partnerships for every five marriages celebrated and in both cases, the proportion is the same: 93% heterosexual couples for 7% homosexual couples.

Generally speaking, the number of people in civil partnerships has continued to increase since the creation of the contract. Only the year 2020, marked by the Covid-19 pandemic, recorded a drop in the number of civil partnerships with some 173,000 signatures. In 2022, a record was recorded with 209,827 contracts signed.

Since the establishment of the civil partnership, the French have largely adopted this form of modern union, less solemn than marriage. The latter also looks grim. The number of marriages fell from nearly 294,000 in 1999 to less than 242,000 in 2022. Marriage and civil partnerships thus find themselves at almost equivalent levels in 2022.

Furthermore, in 2020, during the pandemic, the French preferred civil partnerships to marriage, with only 154,581 ceremonies that year, according to INSEE. A first which can be explained in particular by the multiple cancellations or postponements due to Covid-19. The number of weddings therefore logically resumed in 2023, with 242,000 unions celebrated.
