Model scenarios of overflow of the Loire and its tributaries, design crisis management plans, carry out vulnerability diagnostics of infrastructures and buildings… The hypotheses, all linked to a dangerous rise in water levels, may not be particularly delightful, the Val d'Amboise (CCVA) will have to explore them. This is the meaning of the program of studies and actions adopted by the community council last week, as part of the flood prevention mission (Gemapi), a skill which the community of municipalities inherited in 2024.
More than 150,000 euros payable by Val d'Amboise

We have three years to have an overview of the studies and actions to be carried out. »
Since January 2024, the CCVA has managed a little less than 25 km of Loire dikes, as part of the transfer by the State of Gemapi competence. The study and action plan adopted by the community council on November 7, 2024, results from this acquisition of competence. It covers the period 2025-27 and provides for a series of measures intended to prepare the administrative and operational ground before the start of work.
It is structured around eight axes and provides for studies on the overflow of the Loire, the Cisse and the Amasse, on runoff on the scale of the Loire basin between Chaingy (Loiret) and Noizay, or even the drafting of an intermunicipal safeguard plan and a business continuity plan.
What level of security?
All these studies and actions are undertaken in partnership with the Loire Public Establishment (EPL), an entity to which Val d'Amboise is a member, like seven other communities in Indre-et-Loire and Loir-et-Cher bordering the Loire. . Their total estimated cost is a little over 550,300 euros. Through the use of subsidies (Barnier Fund and European Funds), the remaining cost for Val d'Amboise amounts to 153,900 euros, which will be financed by the Gemapi tax, raised by the community of municipalities since 2022.
Work to strengthen the dikes will then be launched. They must be largely completed before December 31, 2035: after this date, the State will no longer finance them. Until then, public authorities will cover 80% of the total cost. At the start of the year, the president of the CCVA, Yves Aguiton, estimated the amount of the envelope “between two million and 3.5 million euros” for Val d'Amboise, depending on the nature of the work.
The higher the level of security, the higher the cost. This level of security must be decided, with the other communities of municipalities concerned, by the end of the year.
