Duma adopts legislation banning promotion of child-free lifestyle

The State Duma, the lower house of the Russian Parliament, adopted a bill on Tuesday banning the promotion of a child-free lifestyle.

The bill, adopted in 2nd and 3rd readings, introduces administrative sanctions for promoting the refusal to have children, also known as the “childfree” movement.

Thus, the text provides for fines of up to 5 million rubles ($51,000) against individuals, legal entities and officials who promote a child-free lifestyle.

It also prohibits the dissemination of content promoting the conscious refusal to have children on the Internet, in the media, in films and in advertising.

According to Duma Speaker Vyacheslav Volodin, the unanimously adopted legislation aims to “protect people and ensure their health and safety.”

“We are talking specifically about the protection of citizens, especially the younger generation, from information disseminated in the media that negatively affects personality formation,” he said during the plenary session dedicated to voting.

In his opinion, “everything must be done to ensure that the younger generations of our citizens grow up focusing on traditional family values.”

The bill prohibiting the promotion of a child-free lifestyle was submitted to the State Duma by a group of deputies and senators led by the speakers of both houses of Parliament Vyacheslav Volodin and Valentina Matvienko in September.

The legislation passed by the Duma must still be considered on November 20 by the Federal Assembly (Senate) and approved by Russian President Vladimir Putin.
