Why vote massively Yes, according to Jean Delors Biyogue Bi Ntougou

Libreville, Sunday November 10, 2024 (Infos Gabon) – The teacher researcher and university professor gave the reasons which push him to vote Yes in the constitutional referendum on November 16.

The Gabonese are called to the polls next Saturday to choose between yes and no in the 2024 referendum. On the ground, the campaign is in full swing, supporters of Yes and No are multiplying strategies to convince voters, mobilization is total.

Jean Delors Biyogue Bi Ntougou, former candidate for the 2023 presidential election, tours the villages to explain to the people why to vote Yes. As reasons, he cites citizens’ rights, political justice and the separation of powers.

“I support this constitution and I call on my Gabonese brothers to a massive Yes because it relates to the rights guaranteed to every Gabonese citizen. The new constitution not only strengthens them, but also gives the possibility to each citizen to refer the matter to the Constitutional Court when their human rights contained in the preamble are violated by the public authorities,” indicated Jean Delors Biyogue Bi Ntougou.

According to him, this fundamental text also strengthens political justice in the sense that it gives concrete advantages and rights to political organizations. No more need to say whether or not someone is entitled to the state subsidy, everything is now clear.

“Now the opposition has a constitutional right to funding. Which means that the power in place can no longer violate it. If he violates it, he will refer the matter to the Constitutional Court and justice will be done to him,” he added without forgetting the limitation of the number of presidential mandates to two, a locked provision, that is to say which does not cannot be revised.

Mr. Biyogue Bi Ntougou also sees in the new text the hope given to the poor of being able to one day lead the country, “because it is now forbidden for a son to replace his father at the head of the Gabonese state”.

Voters must vote Yes, he believes, also because of the balance of forces between the executive power embodied by the President of the Republic and the parliamentary power. If the first can dissolve the second, the other can also dismiss him at any time “if the President of the Republic exercises his power abusively”.

In his teaching, Jean Delors Biyogue Bi Ntougou highlights the materialization of the independence of justice so desired by all. “The new constitution clearly stipulates that the judge is only under the authority of the Law”, he continued before concluding that the President of the Republic no longer appoints the President of the Constitutional Court, nor the President of the Senate or the President of the National Assembly.

These provisions are essential elements which should lead voters to vote Yes on November 16.
