The rules of good governance generally assume that the person being monitored is kept at a distance from their supervisor. And in this case, the University Hospitals of Geneva (HUG) find themselves in a delicate situation.
At the end of September, in an email sent to TempsCaroline Kant, vice-president of the public hospital, expected to take over as president in less than a year, explains to her colleagues on the board of directors that she must now recuse herself from all financial questions relating to this institution. The HUG manages a budget of 2.3 billion francs, of which 715 million francs in subsidies are granted by the State of Geneva. At issue: the fact that her husband occupies the position of administrative and financial director within the Cantonal Health Office (OCS), responsible for monitoring the HUG. He has held this key position in the public health organization for four years.
