And Black Friday before time? Since 1is November 2024, several building plots located around fifteen minutes from the entrance to Toulouse show a drop in price as part of a “flash sale”. A commercial operation of a real estate developer? Not really… It is in fact the municipality where these plots are located which is at the origin of this initiative in order to counter the slowdown in sales observed for many months already due to an unfavorable economic context.
Meeting in municipal council on October 9, the elected representatives of Saint-Pierre-de-Lages unanimously voted for a reduction in the sale price of the ten building plots in the Les Vignes municipal housing estatewho are still looking for their buyer. A “promotion” valid only for the period from 1is November to December 31, 2024.
A rebate of €10,000
The minutes of the municipal council specify that the establishment of this “flash sale” is proposed to elected officials “in order toaccelerate the progress of the operation and complete the development work of the Les Vignes municipal housing estate”.
It results in the application of a reduction of €10,000 on the selling price of 12 plots who are still looking for their owner within this set of 26 lots located in the heart of the village, on the edge of the D1.
What is the new price of this land?
The lots put up for sale have an area ranging from 423 m2 for the smallest at 810 m2 for the biggest. Their price, as part of this flash sale, varies from €110,500 to €142,100i.e. an amount which varies from €175 to €261 per m2.
It should be noted these plots are fully servicedwith planned access to drinking water, sanitation for wastewater and rainwater, electricity and telephone networks. THE choice of manufacturer is left to the free choice of buyers.
The marketing of lots has been slipping for several months
With this “flash sale”, the municipality hopes to be able to relaunch and complete the marketing of this subdivision which is slipping. for several months. During the municipal council meeting in June 2022, the community already specified that 12 of the 26 plots remained for sale. “The slowdown in sales is explained by the increase in the price of materials and high rate loanslinked to the situation in Ukraine,” we can read in the minutes of this session.
A few weeks later, during the municipal council meeting of September 7, 2022, the mayor specified that only five plots of land had actually been sold and that 11 sales promises had also been signed. “ Many sales deeds are postponed due to rising material costs and interest rates,” we can read again in the minutes of the session.
In June 2023, a representative of the company Land Creationwhich ensures the marketing of these lots on behalf of the municipality, confirmed these difficulties during an intervention before elected officials. She recalled that the launch of the sale of lots took place at the end of 2021 and that only half of the lots had been sold a year and a half later. She then mentioned six cancellations of sales promisesin turn pointing out an unfavorable context.
Prices already revised downwards a year ago
Six months later, while 13 lots were still available, the town of Saint-Pierre-de-Lages had already decided to lower the price of land with price reductions ranging from €6,500 to €16,900 depending on the surface area of the plots. Without visibly having the desired effect, since only one additional lot has since been sold last summer.
This delay in the sale of lots is not without financial consequences for the municipality. Elected officials were first obliged to temporarily draw from the municipal budget to supplement the budget of the subdivision and balance it due to road works to be financed. Furthermore, the community was obliged, in spring 2024, toextend the loan it had taken out to finance the development work on this subdivision.
