Government relaunches emergency program to support most vulnerable people with 9 billion gourdes

A large-scale multi-sectoral programme aimed at easing social tensions and improving the living conditions of disadvantaged groups

The Haitian government, through the Ministry of Social Affairs and Labor (MAST), officially relaunched, on Monday, September 23, 2024, the Multisectoral Emergency Program for the Appeasement and Social Reintegration of Vulnerable Groups. This ambitious program, composed of 22 projects, mobilizes a budget of 9 billion 391 million gourdes. The main objective is to relieve the most vulnerable populations across the country.

Minister of Social Affairs Georges Wilbert Franck specified during a press conference held in Pétion-Ville that this program, launched for the first time in 2021, aims to help displaced persons, activate vocational training programs for young people, strengthen reception centers and support food security with distributions of hot meals and dry rations.

With the support of the International Monetary Fund (IMF) and various ministries, including Agriculture, Education and Women’s Affairs, this program aims to support more than 261,000 parents of students, workers in the subcontracting sector, and traders through several sectoral initiatives.

Among the flagship projects are the relocation of internally displaced persons, the repopulation of lakes, the vaccination of livestock against anthrax, as well as a specific program to improve the living conditions of incarcerated women, led by the Ministry for the Status of Women and Women’s Rights (MCFDF). These prisoners will receive assistance to better live their period of detention.

Divided into four phases, the program includes cash transfers for parents of students in national and communal schools, aid to small businesses, and relief for displaced people currently in public schools. Minister Franck called for national solidarity to ensure the success of this plan, which he said is essential to improve the social situation of Haitians in need.

This vast project, managed by seven bodies, including six ministries and the Economic and Social Assistance Fund (FAES), hopes to have a direct and lasting impact on populations in distress, offering both immediate solutions and future prospects, according to the authorities.
