First day of the 10th Plenum of the 13th mandate of the Party

The 10th Plenum of the 13th term of the Communist Party of Vietnam (CPV) opened on the morning of September 18 in Hanoi.

Hanoi (VNA) – The 10th Plenum of the 13th term of the Communist Party of Vietnam (CPV) kicked off on the morning of September 18 in Hanoi.

In the morning, the Central Committee worked in a plenary session. Prime Minister Pham Minh Chinh, member of the Politburo, chaired the session.

At the beginning of the Plenum, the Central Committee observed a minute of silence in tribute to the victims of the direct and indirect consequences of Typhoon Yagi. It also launched a fundraising campaign for the victims.

Luong Cuong, member of the Political Bureau, permanent member of the Secretariat, on behalf of the Political Bureau, presented a report on the programme of the 10th Plenum.

After the opening session, the Party Central Committee worked in groups to discuss the draft political report to be submitted to the 14th National Party Congress, the report summarizing a number of theoretical and practical issues on socialist-oriented “Doi Moi” (Renewal) over the past 40 years in Vietnam.

In the afternoon, the Party Central Committee worked in groups to discuss the draft report assessing five years of implementation of the Strategy for Socio-Economic Development for the period 2021-2030, directions and tasks of socio-economic development for the period 2026-2030; the draft report assessing the implementation of the Socio-Economic Development Plan for 2024, the planned plan on socio-economic development for 2025; the report assessing the execution of the state budget in 2024, the state budget forecast for 2025; the state financial and budget plan for the period 2025-2027; the investment project in the construction of a North-South high-speed railway.

In the evening, the Party Central Committee will work in groups on the summary of the personnel work of the 13th Party Central Committee and the orientations of the personnel work of the 14th Party Central Committee; the draft to amend and supplement Decision No. 244-QD/TW of June 9, 2014 of the 11th Party Central Committee on promulgating the Party’s election regulations; the draft summary report on Party building and implementation of the Party Charter to be submitted to the 14th National Party Congress. -VNA
