Therefore, Oxfam Denmark is seeking to recruit a service provider to pilot a WPS-focused initiative in Niger focused on strengthening WPS advocacy and alliance building by WROs/WLOs. This will focus on supporting women peacebuilders, both individually and collectively, in their efforts to engage, influence and shape peacemaking efforts in Niger.

Methodology

The methodology of the WPS pilot initiative in Niger would combine the following elements:

  • In-person workshops in Niger with Oxfam staff and partners: These would seek to take stock of civil society perspectives on opportunities, challenges and entry points for CSO influence on the WPS agenda in Niger and perceptions regarding the potential for building alliances and collective strategies.
  • Remote assistance and online peer exchanges: Regular follow-up calls and peer exchanges on action points identified and key contextual/thematic issues agreed during the in-person workshops.
  • Production of learning products: These would present lessons learned and recommendations for partners to consider in relation to specific issues or topics identified during the workshops and/or remote support and online peer exchanges.

Deliverables, schedule and budget

The mission must be completed within 34 days over a 12-month period (October 1, 2024 – September 31, 2025).

The maximum budget amount available for this consultancy is DKK 375,000 (all inclusive). The consultant/consulting firm will submit a financial proposal indicating the all-inclusive costs for the execution of the assignment. The consultancy firm will bear all costs related to the preparation and submission of the proposal. All costs must be stated in EUR and will remain valid for up to sixty (60) days from the day of submission of the proposal.

Supplier qualification criteria

Qualifications

  • Team members with a Master's degree in law, human rights, gender, international relations, international development, international law or other social science fields are required; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Team members each with at least 5 years of progressively responsible experience in the design and implementation of women, peace and security policy/advocacy programmes and initiatives;
  • Technical expertise to conduct participatory action research and facilitate focus group discussions and key informant interviews
  • Experience working with civil society in crisis/conflict contexts
  • Technical expertise in MEAL feminist principles
  • Experience working with Oxfam an asset
  • Work experience in West Africa required.
  • Work experience in Niger an asset
  • Fluency in English and French required.

Compliance requirements:

ODK requires all cooperating partners (including suppliers and consultants) to consider environmentally sustainable development and that goods and services are produced and supplied in the most environmentally friendly way possible. ODK also requires that fundamental human rights such as those expressed in the ILO core conventions on freedom of association and the right to organize, the prohibition of forced labor, child labor, and discrimination are respected. Suppliers who violate fundamental human rights will not be accepted. Other suppliers should not be involved in tax evasion activities or tax constructions. It is also required that all contracting parties accept our anti-corruption provisions, which prohibit, among other things, bribery and corruption. Suppliers must not be bankrupt, convicted of a crime or guilty of serious professional misconduct, nor have tax debts. Danish suppliers must hold a trade tax certificate. Consultants must also comply with Oxfam's Code of Conduct.

Expression of interest

Interested consultants should submit:

  1. A cover letter including an expression of interest and related experience.
  2. Technical proposal (maximum eight pages), including the consultant's understanding of TOR, clear and elaborated work plan, CVs for all consultant(s), proposed and proposed capacity of any additional personnel, and statement of organizational capacity, experience and activities related to project/program evaluations.
  3. Financial proposal (including a suggested payment schedule).
  4. Applications must include 3 organizations that will serve as professional references.
  5. Two copies of similar samples of relevant written works and publications undertaken within the last 3 years.
