The 2025 finance law provides for a GDP growth rate of 8.8%, including revenues linked to the start of hydrocarbon production. The inflation rate is forecast at 1.9% of GDP and the deficit reduced to 7.08% of GDP compared to 11.6% in 2024.

The budget was not discussed; Prime Minister Ousmane Sonko having held the government accountable for its adoption before the end of 2024.

Furthermore, the eight deputies and their alternate members of the High Court of Justice were officially installed the day after Mr. Sonko’s announcement of his plan to repeal the amnesty law covering political violence which killed dozens of deaths between 2021 and 2024, which former President Macky Sall had put before the presidential election, allowing the release from prison of hundreds of imprisoned people, including MM. Faye and Sonko.

If passed, this repeal could open the door to prosecutions against the leaders of the old regime, including Mr. Sall.

The High Court of Justice, installed at the start of each legislature and also made up of members of the Supreme Court, is responsible for judging former officials (head of state, Prime Minister and ministers) who benefit from a privilege of jurisdiction .
