Morocco’s consecutive election to two terms in the Peace and Security Council (PSC) of the African Union (AU) reflects the confidence placed in its active role in promoting the collective vision of Africa.
In 2024, Morocco consolidated its key role within the PSC of the African Union, thus illustrating its unwavering commitment to peace, stability and development of the African continent. This strategic positioning reflects its desire to promote a unified, independent and resolutely forward-looking Africa, in a global context marked by complex and interconnected challenges.
Since its re-election in 2022 for a second term (2022-2025), after having held a first term (2018-2020), Morocco has continued to be actively involved in debates and decisions aimed at meeting the major challenges of Africa. Emphasis was placed on defending the fundamental principles of sovereignty, unity and territorial integrity of African states, an essential pillar of the Moroccan vision. The country played a role as mediator and facilitator in the search for collaborative solutions adapted to African realities.
One of the strong points of Moroccan involvement in 2024 has been its defense of an integrated approach, linking peace, security and development. Faced with the multiple challenges facing the continent, Morocco insisted on the need to address the root causes of crises, whether political, economic or social. During several sessions of the PSC, the kingdom put forward policies aimed at curbing instability, ranging from the consolidation of political transitions to economic recovery, while advocating long-term, stable and sustainable solutions.
At the heart of this approach, Morocco has defended strengthened coordination between the African Union and its international partners. This translated into advocating for a collective response to increasingly pressing threats, such as terrorism and separatism, but also for increased solidarity between PSC member states. The kingdom stressed that lasting peace in Africa could only be achieved through strengthened unity among its nations.
Support for peaceful transitions and democratic governance
Morocco has also been a key player in supporting peaceful transitions in politically fragile countries such as Burkina Faso, Guinea, Mali, Niger and Gabon. On each occasion, the country has advocated for a multidimensional approach combining peacebuilding and socio-economic development. The Moroccan vision is based on the conviction that political instability is often the result of economic and social inequalities, and that lasting solutions can only be found by combining political stability and deep economic reforms.
Morocco has also pushed for the establishment of inclusive political solutions in Sudan, while seeking to strengthen cooperation with South Sudan in crucial areas such as security, cultural and socio-economic development. At the same time, he reaffirmed his unwavering support for the political process in Libya, insisting that only inclusive dialogue could resolve the years of conflict and instability in this country.
In this dynamic, Morocco has highlighted the importance of the role of women in preserving peace. Through its peacekeeping missions in Africa, the country has highlighted the contribution of Moroccan women, key players in security and stability on the continent. At the same time, Rabat has made education one of the pillars of its partnerships with African countries, recognizing it as an essential lever to ensure lasting stability. Education, according to Morocco, is a determining factor in the promotion of peace and progress across Africa, contributing to the training of generations capable of meeting contemporary challenges.
Local governance, for a sovereign Africa
Morocco’s vision for Africa is not limited to simple diplomatic involvement. The kingdom also advocates governance led by Africans themselves. In this sense, Morocco is working to strengthen the capacity of African nations to define their own democratic and governance path, far from external influences. He has repeatedly reaffirmed his conviction that Africa must be master of its destiny and that its progress must go through the construction of solid and autonomous political structures, free from any international pressure.
As such, Morocco highlighted the importance of the UN Security Council in guaranteeing global peace and security, while advocating for the recognition of the sovereignty of African states in international forums.
Morocco’s efforts to strengthen peace and security in Africa were officially recognized during the 20th anniversary of the PSC, celebrated in October 2024 in Dar es Salaam, Tanzania. This event was an opportunity to recall the founding principles of the Peace and Security Council, in particular respect for territorial integrity, State sovereignty and the interdependence between peace, stability and development. The recognition of these values by the international community testifies to Morocco’s growing impact on the African scene, and its essential role in the search for lasting solutions to the continent’s crises.
