At the time of publication of this article, the fall of the Barnier government was not yet official. But the French Prime Minister had every chance of falling this Wednesday evening following a motion of censure validated by the oppositions in their entirety. At the origin of this distrust, the Social Security budget, the first part of the budgetary texts for the year 2025, crucial in the face of a spiral of deficits denounced by Brussels. So what will happen to the 2025 budget, which will most certainly not be validated if the government falls this evening?
The most likely scenario is that of a special law validated by the end of the year in order to renew the 2024 budget until a solution is found. “There will always be a government, new or limited to the management of current affairs, to table this special law, even if the question arises whether proposing such legislation is part of current affairs. But with regard to the continuity of the State, such a consensual text should be able to pass,” explains Benoît Jean-Antoine, lecturer in law at the University of Rouen.
