Intercommunality and finances on the agenda of the municipal council of La Vicomté-sur-Rance

Alain Brombin, mayor of La Vicomté-sur-Rance, near Dinan (Côtes-d'Armor), told elected officials that it was envisaged, from 2025, the creation of a local public company (SPL) Dinan -cap Fréhel which would allow municipalities to ensure the coordination of governance. This SPL will aim to bring together the missions of the different territorial offices. The municipal council said it was in favor and approved the municipality's subscription to the capital, up to €500. Didier Rault was appointed Vicomtois representative at SPL meetings.

Port of Lyvet

Vincent Berthelot, first deputy, recalled that rates at the port of Lyvet would be revised every two years. This will be the case in 2025. Elected officials voted for a 6% increase in current rates.

Fire and rescue center

The new fire and rescue center (Cis) was built at the station. In operation since July 2024, it was inaugurated on November 23. Its financing is provided 90% by Sdis 22 and the remaining 10% by the municipality, La Vicomté-sur-Rance and Saint-Hélen. The distribution of participation is based on the average of interventions in each of the municipalities, between 2018 and 2022, i.e. 59.77% for Pleudihen-sur-Rance, 20.33% for Saint-Hélen and 19.90% for La Vicomté-sur-Rance.

Insurance contracts

Laurence Sagean, advisor, then informed elected officials about the insurance market which ends on December 31, 2024. In order to renew it, a consultation was carried out by a project management assistant. Five contracts were won by the Mutual Insurance Company of Local Authorities (SMACL), the sixth by Axa. The overall annual amount amounts to €34,305, an increase of approximately €7,000. The contract is offered from 1^is January 2025, for a period of four years.

Association of rural mayors of France

Alain Brombin recalled that 77 municipalities in the department belong to the Association of Rural Mayors of France. The departmental association (AMR 22) will be created and will bring together municipalities with less than 3,500 inhabitants, represented by their mayor. After submission of the statutes, membership in this association will give rise to the payment of an annual contribution, set at €65 for 2025.
