In January 2023, Plœuc-L'Hermitage lost its last doctor. After two years of searching, good news: the town has found a new general practitioner. This is Dr Stefan-Cristian Mihai, who will provide consultations in the medical office located on the corner of Place Louis-Morel from January 13. Priority will be given to residents of Plœuc, Plémy ​​and Gausson who do not have a treating doctor… as well as to the practitioner's Plédranais patients.

In the fall of 2022, Dr. Mihai had in fact moved to the neighboring town, after six years spent near Plonévez-du-Faou (29). At the time, he left his practice in Finistère due to burnout. In Plédran, two months later, he came to increase the number of general practitioners to three. And the municipality still aspired to attract two additional ones, as Stéphane Briend pointed out last March. Before his enthusiasm is dampened by the departure of the practitioner. “It inevitably arouses a little emotion among the population,” recognizes the councilor. But he had more patients coming from Plœuc and he retained his Plédranais patient base. »

No income tax

“Dr Mihai moved to Plédran at the time when Plœuc-L’Hermitage lost its last doctor,” recalls Thibaut Guignard. He quickly found himself with a patient base composed of half from Plœucois.” Last June, the municipality joined the Ruralités Revitalization system, allowing rural municipalities to strengthen their attractiveness thanks to several aids. Among them, total exemption from income tax for the first five years, then on a decreasing basis (75%, 50% and 25%).

Charter of good conduct

“I reminded him that we were not there to get a doctor from another town. But it did not seem logical to him to follow 50% of Plouis patients, without benefiting from the advantages,” explains the mayor. And to specify: “We would have preferred a first-timer installed but it is difficult to find. A certain number of Plédranais will make the journey to Plœuc, as a certain number of Plédranais did to Plédran. There are people who travel many more kilometers to seek treatment.” When contacted, Dr Mihai did not wish to respond to our requests.

“It’s his third installation, everything has been said,” evades Thierry Simelière. But he is a private doctor and free installation is a fundamental principle. » The vice-president also specifies that the practitioner did not request help from the Agglo when he arrived in Plédran, this only accompanying the very first installations. “The objective is precisely to avoid competition. » And if a charter of good conduct between municipalities had at one time been mentioned at the territorial level, the idea was quickly abandoned for lack of agreement.

The horizon is clearing

However, with the arrival of this practitioner, Plœuc will be able to give new impetus to its multidisciplinary health center project. Without a general practitioner, this, estimated at €2 million, was not eligible for subsidies. “We had already made good progress on the land issue. Only that of financing remained pending,” recalls Thibaut Guignard.

Who announces that two consultation rooms for medical or paramedical professions will open in the old treasury in the first quarter of 2025. Without forgetting that as soon as 3.3 full-time equivalents (FTE) have been found at the Quintin health center (which must to see the light of day in the summer of 2025), the town will also benefit from the presence of one of its doctors, for 20 hours per week.
