The ICC is a permanent jurisdiction responsible for prosecuting and trying individuals accused of genocide, crimes against humanity and war crimes. Founded in 2002, this institution which today has 124 member states has only handed down a handful of convictions since its creation. The United States, like Israel, is not part of it.

Benjamin Netanyahu promises to “continue to defend” Israel

The ICC said it found “reasonable grounds” to believe that Benjamin Netanyahu and Yoav Gallant were “criminally responsible” for the war crime of starvation as a method of warfare, as well as crimes against humanity of murder, persecution and other inhumane acts.
This decision limits the travel of the two Israeli officials. Any of the court's 124 member states would theoretically be obligated to arrest them if they entered their territory, even though dozens of countries do not recognize the ICC's jurisdiction.
