The government has adopted a new measure relating to the direct marketing of fruits and vegetables. This system allows aggregators to bypass wholesale markets, by way of derogation from the provisions of the law on freedom of prices and competition. This concerns towns where there are wholesale fruit and vegetable markets, the list of which is established by regulation. Objective, to curb the rise in prices and reduce intermediaries, indicates the daily The Economist in its edition of Monday June 24.

A decree establishing the terms and conditions for granting, renewing and withdrawing the authorization granted to aggregators to directly market their production was thus adopted. “A Technical Commission will be created at the level of the Ministry of Agriculture. It will be responsible for issuing opinions concerning requests for obtaining, renewing or withdrawing authorizations”, we read.

This text also provides for the creation of a Regional Commission, at the level of each of the regional directorates of the Department of Agriculture. It will be responsible, at the level of its district, for monitoring compliance with the conditions on the basis of which the authorization was granted, as well as compliance with the provisions of the specifications, at the level of the valorization units around which the project The aggregation is constructed.

As for points of direct sale of fruit and vegetables, they must comply with the laws in force and meet the hygiene and health safety conditions provided for by the legislation and regulations in force.

“The implementation of specific measures relating to the direct marketing of fruits and vegetables within the framework of aggregations constitutes one of the avenues for modernizing the distribution models of these products,” explains L’Economiste. This model corresponds to one of the recommendations of the Competition Council which examined the competitive dynamics in this sector.

Currently, the predominant system favors long circuits, involving compulsory passage through wholesale markets and the intervention of several intermediaries. can we read in the opinion of the Competition Council. Hence the importance of introducing new models, in particular by focusing on the Professional Agricultural Organization (OPA).
