On October 9, 2024, rue de Ruet, located between Nogent-le-Rotrou and Arcisses (Eure-et-Loir), was flooded following storm Kirk and the overflow of Val Roquet.
Several homes have had more than a meter of water in their basements, which caused very significant damage.
“After 2000 and 2007, it was third time in twenty-five years that my basement is flooded,” complains Antoine. A shame especially since rue de Ruet does not appear in the prevention plan natural flood risks (To PPR).
So without wanting to create any controversy, a collective of local residents was created: the rue de Ruet collective. A group of five houses very impacted by these floods.
“We know that there have been worse things than us, especially in rue de Rhône, but we only want answers,” explains the collective of rue de Ruet
And the reason is clear: “we would like to have details on the origin of this flood”, we can read in an email sent to the two municipalities, and which we were able to obtain.
The street does not appear in the PPRi
Firstly, the collective questions itself about the absence of their street in the PPRi.
And it comes out two hypotheses : “the consideration of risks is not realistic and it needs to be reviewed so that residents are informed” or “ a technical management erroris the cause of this.”
What calls into question the current PPRi? To have.
But in any case, flood zone or not, several basements were indeed flooded that night. Above all, no one expected such a rise in water .
Several outstanding questions
The local residents then wondered about the origin of this water which flowed, or rather which all taken awayon this sloping street.
Who manages the Val Roquet ponds located higher up? Have the ponds been emptied beforehand? Is the dam maintained and sized to withstand significant rainfall?
A real micmac since Val Roquet takes its source in Champrond-en-Perchet, the Val Roquet ponds are located in the commune of Arcisses, and would even be private.
Philippe Ruhlmannvice-president of the Community of Communes (CDC) of Perche for the environment, came to see the damage to several local residents.
According to him, one of the reasons could be that “the bridge is undersized”, indicates Jonathan, a member of the collective. No doubt a first element of response, but it is not not enough.
Jérémie Crabbe, mayor of Nogent, wants to be transparent
Jérémie Crabbe, mayor of Nogent-le-Rotrou and president of the CDC du Perche, first clarified the main reason for these floods. “We must already inform local residents that this is an exceptional meteorological phenomenon. A month of rain fell in one day. So I understand that people were shocked and had a lot of questions.”
Concerning the facts, “it is not a problem of winnowing, nor of the ponds of Val Roquet, moreover the Val Roquet has drained as usual. But rather from a local resident who has not maintained his bank,” specifies the city councilor. However, the maintenance of the banks of the watercourse must be done by the inhabitants themselves.
Concretely, “the bank of a local resident collapsed and numerous wooden stakes accumulated upstream of the bridge, at the top of the street. In fact, the wooden stakes blocked the passage of water under the bridge.” This caused too much water and flooding of the street.
The mayor of the Percheron city says he is ready to confront this stormy subject, “a subject that concerns us”. He said he was proud of “the technical services which immediately intervened”. Moreover, an intervention to restore the Jambette bed should be carried out soon. Consideration is underway regarding Val Roquet and the Viennes canal.
The collective also asks itself many questions about Val Roquet: “is it maintained? How often ? What maximum flow rate is it designed for? » At that, it would normally be to the local residents themselvesto maintain their banksas it is customary to ensure the maintenance of the communal sidewalks in front of your door.
Hoping that everyone plays the game so as not to create an ice jam in the bed of Val Roquet, and see the street flooded once again.
