The story moved the whole of France, well beyond the borders of the Rhône. An 11-month-old infant, died after ingesting Destop in a private nursery in Lyon, in 2022. The investigation led to the confession of the childcare assistant who, exasperated by the child's cries, made him drink the caustic product after spraying it.

Three months after the events, the establishment was closed by the People & Baby brand itself, anticipating a court decision. But above all, this tragedy shed harsh light on the dysfunctions in certain structures and led the government to commission a series of reports.

“The tragedy in Lyon called into question the mechanisms for preventing and combating abuse, such as the surveillance and control of places where young children are received”notes Florence Dabin, president of France Protected Childhood in her report on “the collection of alerts” in nurseries.

It's necessary “better identify abuse, report reports, facilitate coordination and collection of information”underlines Ms. Dabin, also president of the Maine-et- department, in the preamble to this document submitted Tuesday to the Minister responsible for Early Childhood Agnès Canayer.

To achieve this, the 170-page report recommends the establishment of a single number which “must appear on posters distributed nationally and in all deliverables intended for parents”.

This unique number “will refer the caller to the dedicated service according to the choice of the department”– cell for collecting worrying information (Crip), maternal and child protection (PMI), etc. – and will operate in parallel with 119, the national call number for children in danger.

When processing an alert, “an acknowledgment of receipt will be sent to the sender by the Departmental Council which must then receive the follow-up given to its report (abandonment or prosecution)”specifies the report.

Also recommended “the implementation of tools shared with local partners (Family Allowance Fund and prefect)” and the “national data collection”.

The report, whose author hopes that its recommendations can be “quickly applied”also calls for strengthening the training of professionals in order to prevent cases of mistreatment and “better spot them”.
