Will Israel manage to “kill” UNRWA in three months? Israeli parliamentarians, in their vast majority, adopted two laws last Monday giving this deadline to put an end, in “sovereign” Israeli territory, to the UN Agency in charge of Palestinian refugees. At the highest levels of the United Nations, but also in many chancelleries, the counterattack has begun. She looks fierce. To the point that, with barely veiled words, the UN Secretary General threatens to bring the matter directly before the highest court between States, the International Court of Justice (ICJ).

On Friday, Palestine's representative to the United Nations, Riyad Mansour, was in Geneva. For almost 20 years, the diplomat has been active within the Glass Palace in New York, of which he knows every nook and cranny. “At the UN, a vast coalition of some 125 states, including the United States, was formed in favor of UNRWA,” he says. The Security Council itself adopted a text recalling that this agency is essential. And other documents are under discussion, which could force Israel to comply with the law, otherwise risking having to face serious consequences,” he explains to Temps.
