They therefore recommend continuing to increase taxes on tobacco, advocating an increase in the price of products in the sector. “at least 3.25% per year excluding inflation until 2040 “, while calling for the creation of a “ methodology “ of cigarette sales on the parallel market.

In France, the prevalence of smoking decreases when the price increases by more than 4% », notes the report. Hence the meaning of one of the key propositions of the report: “ Increase the price of tobacco products by 5% per year (3.25% excluding inflation if it is 1.75%) until 2040 “, what “ would increase the price of a packet of cigarettes from around 12 euros today to 25 euros in 2040 (20 euros in 2024 euros) “. That is to say a price multiplied by a little more than two, in 16 years, calculated Public Senate, which echoes this report. At the same time, attention is being paid to parallel trade, which could be fueled by an increase in prices.

Launch a consultation on alcohol

Regularly debated in the Senate during the annual review of the Social Security budget, the overhaul of the tax on sugary drinks, or “soda tax”, would also deserve to be studied, according to the two senators who are pleading for an increase in taxes. rate and a limitation on the number of tax brackets. More sensitive, the question of alcohol taxation, responsible according to the report for 40,000 premature deaths per year, is not clearly addressed by the two rapporteurs. This debate was also opened during the budget discussion last fall, without obtaining a majority in the upper house. The CNIV wine inter-professional association and the Wine & Society industry lobby were alarmed by this proposal.
