The Senegalese government has made a significant change at the head of the Senegalese National Lottery (LONASE), with the appointment of Toussaint Manga as director general. This decision was announced during the Council of Ministers on Wednesday May 15, 2024, under the chairmanship of Bassirou Diomaye Faye. Toussaint Manga succeeds Abdourahmane Baldé, also known as Doura Baldé, who led the organization for eight months following his appointment by former president Macky Sall.

Doura Baldé, a well-known figure on the Senegalese political scene and member of the Benno Bokk Yakkar (BBY) coalition, is passing the torch to a successor. Toussaint Manga, previously affiliated with the Senegalese Democratic Party (PDS) before joining Ousmane Sonko’s Pastef party, was involved in legal cases under the former Macky Sall regime. He was arrested in August 2023 and released in March 2024, after accusations, in particular for “criminal conspiracy in relation to a terrorist enterprise and acts or maneuvers likely to compromise public security”, according to his lawyer, Me Moussa Sarr.

The circumstances of his arrest were linked to the publication of images of demonstrations on his Facebook page supporting Ousmane Sonko, now prime minister.
