Four months later, the young woman is struggling between her insurance and the communities, town hall, GrandAngoulême, Department and the Dira (Interdepartmental Directorate of Atlantic Roads) in order to obtain possible compensation.

“GrandAngoulême recommends rebuilding my pipes. I had estimates made, there are approximately €25,000 worth of supplies and with labor, we exceed €40,000. It is also difficult for me to welcome my customers as part of my professional activity,” continues the victim who created her nail technician and plantar reflexology workshop at her home.

Already in 2012 (CL of 04.30.12), Guy Etienne, the mayor of Fléac at the time, had identified the problem: “The malfunction comes from the retention basin created with the new RN 141 road, 1,500 meters higher. We noticed that the basin was not big enough and in the event of overflow, nothing was provided to contain the flow of water which descends towards the Royan road.

Faced with these dysfunctions, Mayor Hélène Gingast admits to being powerless: “We are at the heart of a file where skills are diluted. No one has the authority to advance the subject. Recently, I was asked to have a hydrological study done and of course to finance part of it in the process. Another study, why, when and who will take us where? But the worst has not yet arrived. Next June we will welcome new residents in six new public housing units, three of which will be dedicated to seniors and accessible to disabled people and of course located in this flood risk zone. I’m between a rock and a hard place. I have pressure from the OPH because the municipality signed the building permit but it was the agglomeration which examined the file, not mentioning any reservations about the project. In fact, we find ourselves facing a major challenge of rainwater management and even deurbanization.”
