What the names on the Renaissance European list say about Emmanuel Macron’s strategy (here with Valérie Hayer on April 17 in Brussels).

POLICY – Flat foot, safety. The presidential camp revealed, late Friday May 3, the first thirty personalities on its list for the European elections. Behind Valérie Hayer, the leader appointed at the end of February, will therefore appear, in order: Bernard Guetta (RE), Marie-Pierre Vedrenne (MoDem), Pascal Canfin (RE) and Nathalie Loiseau (Horizons).

Like this leading quartet, the list of 30 – carefully crafted to satisfy all allies – gives pride of place to outgoing MEPs. Among those renewed, we find the Italian Sandro Gozi in sixth position, then Fabienne Keller (7), Laurence Farreng (9) or even Gilles Boyer (10), Christophe Grudler (12), Stéphanie Yon-Courtin (13) and Jérémy Décerle (14).

For their captain Valérie Hayer, this is “ a very good French team for Europe.” Certainly. This team composition nevertheless illustrates the concerns of the Macronist camp, forced, in a delicate campaign, to refocus on personalities already elected and for some (rare) identified by the general public.

The great renewal will not take place

So much for renewal. At the start of the campaign, those close to the President of the Republic expressed their desire to change faces to lead a fight ” existential », also the last national election before 2027. Alas, attention has been lost.

For good reason: eligible places have become expensive over the course of the campaign. Particularly because of new components to be integrated, such as the UDI which did not form an alliance with Macronie in 2019. Above all, because of electoral polls at half mast. If the list led by Nathalie Loiseau five years ago collected 22.5% of the votes, that of Valérie Hayer is today credited with 17% of voting intentions, facing a National Rally in its best form. So back to basics in the Macronist camp with 13 MEPs reappointed out of the first 20 candidates.

A strategy opposed to that of the far-right party, which has multiplied “ blows » by attracting civil society figures to Jordan Bardella’s list – at the risk of picking up several controversies in their luggage – but which can nevertheless present some advantages. In terms of experience and skills.

This Saturday, Valérie Hayer praised “a list of continuity” during a seminar at the Renaissance party headquarters. ” It is important. Never change a winning team. And it is also one of the keys to being powerful and effective in the European Parliament”she emphasized, hoping “making the polls lie”.

Raphaël Glucksmann in the rearview mirror

In this context, the more particular fate of Pascal Canfin is interesting. The MEP, chairman of the environment committee in the European Parliament and the last green guarantor of the presidential camp, was in the hot seat at the time of the agricultural crisis, in particular. Former leader of EELV between 2015 and 2020, he was singled out by unions and certain elected officials as the father of the environmental standards criticized by farmers.

It was he who also appeared in the episode of the real-false invitation of the Earth Uprisings during the big debate desired by the President of the Republic at the Agricultural Show. Despite these adventures, he is finally in fourth position on Valérie Hayer’s list. Which is not insignificant in the current political game.

It seemed difficult indeed, for the presidential camp, to do without an elected official rather considered to the left in their organizational chart, at a time when Valérie Hayer’s list finds itself closely followed by that of the Socialist Party and Place Publique. Even more so when Raphaël Glucksmann attracts those disappointed with macronism by focusing his speech on social and environmental themes.

Among these first thirty candidates, there remain three personalities from civil society. Two are in a good place to be eligible: Grégory Allione, the director of the National Higher School of Fire Officers (8th). And Sylvie Gustave-dit-Duflo, president of the Board of Directors of the French Biodiversity Office (15th). A firefighter to avoid the plane tree?
