As at the start of every month, many changes will come into force from this Tuesday, October 1st. APL, pensions, Paris ring road, Pink October… Here, in detail, is what changes at the start of autumn.
First, there is bad news for the wallet. Because after the drop observed in September, the benchmark price of gas will increase againexplains the Moneyvox site. Consumers whose contracts are indexed to this price will therefore be directly impacted by this increase.
The average price of the KWh passes from 0.13 euros to 0.14 euros for hot water and cooking. “For heating use, the average benchmark price per KWh will be 0.11 euros, compared to 0.10 euros in September,” explains Moneyvox. Finally, the benchmark subscription price remains the same in October: 114.30 euros for cooking and cooking use and 277.43 euros for heating use.
APL, pensions and emancipation income
Personalized housing assistance (APL) will be revalued in order to better correspond to the increase in rents. This increase, which occurs every year, is indexed to the evolution of the rent reference index (IRL) observed in the second quarter of the current year. On average, beneficiaries will see their aid increase by 3.26%whether they live in mainland France or overseas.
Retirees will not be left out. Around 850,000 of them will see their pension increase, with an average revaluation of 50.94 euros per month. The increase could reach 100 euros gross per month. However, it will only concern the small pensions of retirees who have completed a full career.
The experiment of a “young emancipation income” 500 euros for 16-25 year olds begins this Tuesday in Meurthe-et-Moselle, explains France Bleu. In addition to this aid, paid every month over two six-month periods, the beneficiary is gradually supported in order to “think up a project”. “The following six months will have to see the concrete mobilization of the beneficiary,” explains France Bleu.
In Île-de-France, changes to the ring road and parking
Coming to Paris could now cost you more. At the start of the year, Parisians were called to vote on the tripling of parking rates for tall and heavy carsespecially SUVs. Although only 5.6% voted, the “yes” vote won with 54.6% of the vote. The price therefore increases from 6 to 18 euros from the 1st to the 11th arrondissement and from 4 to 12 euros from the 12th to the 20th arrondissement. In addition to SUVs, “visitors” are also affected by this increase, i.e. people who do not have specific parking rights (residential, professional, low-emission vehicles, Handi’Stat).
Another change for Ile-de-France drivers:lowering the speed from 70 km/h to 50 km/h of the Paris ring road. If this modification comes into force gradually, the entire ring road will be affected from October 10. But from this Tuesday, you will have to slow down between the Porte des Lilas (north-east) and the Porte d’Orléans (south).
Avian flu and identity theft
From this Tuesday, the campaign against vaccination against avian flu, 70% supported by the State, resumes on French farms. All birds are affected, whether they are raised for their foie gras or their fillets. Vaccination is all the more important because it is the only solution to contain the virus and avoid euthanasia of animals. As of September 1, 54.7 million ducks have already received a dose, according to the Ministry of Agriculture.
Finally, a measure intended to protecting consumers against identity theft by telephone (or spoofing) will be put in place. Telephone operators will deploy a call origin authentication system, aimed at preventing the fraudulent use of landline numbers, particularly those of banks, businesses and administrations.
