In its report concerning the period 2017-2020, the Court of Auditors considers that the mayor did not provide the supporting documents required by the regulations relating to “the authorization of expenditure on the acquisition of clothing items”. The Court finds that Mayor Mansour Faye violated the rules for executing public expenditure.

Regarding expenses for the provision of clothing items, the mayor ordered the payment of several expenses relating to the acquisition of clothing items without respecting the regulations in force. These expenses concern in particular mandates No. 1061 in the amount of 973,500 FCFA charged to account 331/612 paid on June 14, 2017 to Mame Mbaye Couture for the clothing of the municipal revenue staff relating to 60 black pants, 60 Lacoste blue, 30 black caps and 30 blue t-shirts. Another contract for an amount of 5,208,225 FCFA on October 11, 2019 for the benefit of Ndiapandal Service with an absence of the supplier’s invoice.

The Court of Auditors considers that these mandates were paid in violation of the budgetary and accounting rules of local authorities, in particular the annex to ministerial decree no. 6058 MEF- DGCPT of August 22, 2003 establishing the nomenclature of supporting documents of state expenditure.

The court notes, however, that the mayor did not produce the nominative statement of the people who should benefit from the clothing effects including the information on their pay registration number, their rank and their functions as well as the indication of the text which authorized the municipality to bear the expense.
