Several times a year, the price of tobacco increases. Sometimes in January, March or September. The most recent increase occurred in March 2024, in accordance with the decree published on February 9, 2024 in the Official Journal. Some brands such as Lucky Strike, Rothmans, Vogue, Pall Malls or Winfield have undergone an increase of between 50 and 75 cents. Most packets of cigarettes now cost 12 euros and are even close to 13 euros. These increases are intended to dissuade the French from smoking. New increases will occur in 2025 and 2026. Parliament has decided to change tobacco taxation based on inflation in the previous year instead of the year before last.
Here is the price of cigarettes by brand in 2024
In France, a packet of cigarettes today costs between 10 and 13 euros, 12 euros on average. These are tobacco manufacturers (cigarette manufacturers) who set the selling prices of their packets taking into account changes in taxes levied by the state (which represent about 80% of the price of a pack of cigarettes). They can pass on the increase in these taxes, which increases the price of the packet, or reduce their margins in order to gain market share, which stagnates or lowers the sale price. The prices are then jointly approved by the Ministry of Solidarity and Health and the Ministry of Action and Public Accounts. On February 13, 2024, French Customs published the prices of packets of cigarettes sold in France:
