He added in his speech on the occasion of the opening of the judicial year 2025 that the efforts made by the Public Prosecution judges and its managers have yielded distinguished results characterized by the elements of seriousness and dedication to performing the national duty, and sincere effectiveness in consecrating complete justice and delivering rights to their owners within reasonable time frames, which is translated by the results recorded at the level of justice. Al-Daki stated that the judges of the Public Prosecution at the Court of Cassation are keeping pace with the management of the court’s pending cases during the year 2024. They have submitted written conclusions in the total number of cases adjudicated, at an annual rate estimated at more than 1,017 memos per public lawyer, noting that this year is supposed to record an increase. The spokesman stressed that if the legislator had entrusted the Court of Cassation to consider appeals against rulings and decisions issued by the Kingdom’s courts, then its judges demonstrated, through their management of the various cases before them, a high sense of responsibility and seriousness. In this regard, he pointed to other cases presented exclusively to its chambers by the Public Prosecution at the Court of Cassation, where 63 extradition requests were submitted during 2024, and 67 review requests were submitted, in addition to the submission of 7 cassation appeals for the benefit of the law, and 27 referral requests for the proper administration of justice. .
Al-Daki also expanded on the rest of the activities of the Public Prosecution Office at the Court of Cassation, stating that a total of 154 requests for judicial assistance were decided upon, and the complaints received were considered. During the year 2024, significant activity was recorded for the Complaints Division, with a total of 1,103 complaints, all of which appropriate legal procedures were taken.
Al-Daki stressed that if the activity of the Public Prosecution Office at the Court of Cassation during the year 2024 was characterized by the seriousness of its judges and staff and their dedication to performing the tasks assigned to them, which enabled the achievement of the noted results, the same spirit and positivity also characterized the work of the Public Prosecution Offices before the courts in the various regions of the Kingdom.
A qualitative breakthrough
He pointed out that the work of public prosecutions before the Kingdom’s courts witnessed a qualitative boom during the year 2024, as a total of 565,874 complaints were registered, of which 484,066 complaints were completed, meaning a completion rate of 88 percent (these complaints were distributed among 31,664 complaints before the courts of appeal, of which 28,594 were settled, including 91 percent, while the number of complaints before the courts of first instance reached 534,210 complaints Of these, 455,472 complaints were resolved, or 86 percent.
As for the reports submitted before public prosecutions, their number during the year 2024 reached a total of 2,324,109 reports, of which 2,179,746 reports were completed, i.e. a completion rate of 94 percent, distributed among the courts of appeal in which 80,697 reports were registered, of which 73,484 were completed. That is, a rate of more than 91%, while the number of records reached There were 2,243,412 reports in circulation before the courts of first instance, of which 2,106,262 reports were completed, with a completion rate of approximately 94%, in addition to recording about 1,812,206 electronic reports, related to traffic violations, all of which appropriate legal measures were taken.
Managing pretrial detention
Al-Daki said that the rate of pretrial detention until the end of December 2024 amounted to about 32.56 percent, which is an unprecedented rate, compared to 37.56 percent during the same period last year, which reflects the great interest that the judicial authority attaches to the issue of rationalizing pretrial detention and deciding cases. He added that the number of visits to places designated for theoretical guard reached a total of 22,137 visits out of a supposed 19,032, that is, a rate of 116 percent, in addition to 177 visits to various treatment institutions for mental and psychological diseases out of a supposed 136 visits, that is, a rate estimated at 130 percent. He stressed that the scale of the challenges that still await the Public Prosecution in order to fulfill its mission are very ambitious, stressing the continuation of work to strengthen the appropriate mechanisms for the work of public prosecutions, especially with regard to the legislative system, calling for accelerating the enactment of the Criminal Code, the Criminal Procedure, and the texts regulating the legal and judicial professions.
He also called for strengthening auxiliary institutional mechanisms to guarantee the rights of various types of vulnerable groups, increasing the number of shelter centers and strengthening protective programs for women and children who are victims of violence, while giving the necessary importance to individuals who are victims of human trafficking, and accelerating the implementation of the draft law related to the National Agency for Child Protection, which It is inevitably considered an excellent building block for caring for our children and reintegrating them into their natural environment.
The Public Prosecutor at the Court of Cassation concluded by emphasizing the centrality of the human element in every institutional work, calling for strengthening the human resources of the Public Prosecution, by strengthening its ranks with a sufficient number of judges estimated at about 1,000, as well as qualified judicial clerks.
