In partnership with the We Tech Care association, the interministerial digital directorate (DINUM) hosted a webinar on 10/12/2024 intended for professionals and volunteers in digital mediation, in order to present them with the latest resources and devices facilitating support for citizens who are far from digital and in need of help. It is also an opportunity to return to the essential role played by digital caregivers who support these people in their efforts.

If digital technology is a powerful lever for making public action more effective and allowing citizens comfortable with technology to simplify their procedures, particularly administrative ones, it can also create difficulties for people who are far from digital.
To contribute to reduce the digital divide and fight against isolationDINUM hosted a webinar on 10/12/2024 intended for professionals and volunteers in digital mediation in partnership with the We Tech Care association aimed at present the latest resources and systems facilitating support for citizens who are far from digital and in need of help.
Professionals or volunteers, digital caregivers support citizens, often uncomfortable with digital tools, in carrying out their online procedures. Among the missions of caregivers: formation (learn the basics of using a computer, tablet or smartphone), accompaniment (help to carry out specific procedures online), and the mediation (serve as an intermediary between the user and online services), this is to facilitate access to digital technology for those who need it.
This personalized assistance is a real asset for people in difficulty with administrative procedures. By taking charge of files, the caregiver allows their beneficiary not only to considerably reduce their level of stress and anxiety linked to these often complex formalities, but also to gain peace of mind by saving precious time. In addition, thanks to a clear and detailed explanation of the procedures, the digital mediator promotes a better understanding of the procedures, thus strengthening the autonomy of the person supported.
Fully committed to inclusion and the fight against digital isolation, the State provides citizens with concrete information and tailor-made support if necessary. This is in particular the mission of the legal and administrative information department (DILA), through its website service-public.fr or that of the national agency for territorial cohesion (ANCT), with the offer of France Services. During this webinar, 357 digital caregivers were connected to have additional keys allowing them to benefit from new and updated information to strengthen their support.
Among the tools presented: the Observatory “Your essential steps”, and awareness of the evaluation criteria and methods used to identify essential procedures requiring increased support from the State. The caregivers were thus able to strengthen their knowledge on systems such as “I give my opinion”, simplified language, the “General reference framework for improving accessibility” (and the notion of digital accessibility), FranceConnect, or even the “Tell us once” principle. In addition to raising awareness among caregivers, this webinar was also an opportunity for DINUM experts to provide caregivers with the 11 tutorials “your essential steps” dedicated to supporting citizens in their online administrative procedures. Carers were also able to discover the new LesBonsClics resources, designed to support users with their main administrative procedures (CAF, Améli, taxes, etc.).
Digital caregivers play an essential role in digital inclusion, thanks to their expertise and commitment, they enable citizens in need to overcome the difficulties linked to online administrative procedures. The initiatives put in place by DINUM and other actors such as We Tech Care demonstrate the desire to strengthen the support provided to these professionals and volunteers.

A pioneer in the fight against digital exclusion in France and Belgium, WeTechCare supports digital caregivers, social actors, operators of essential services and local authorities in their efforts with populations made vulnerable by the development of digital technology. WeTechCare is also at the origin of Les Bons Clics, a free platform which, in 2024, will bring together more than 85,000 professionals and volunteers. It is designed to guide and train those who work with people in situations of digital vulnerability.
- Since 2016, more than a million people have been supported through programs set up by WeTechCare;
- More than 85,000 professionals and volunteers are registered on the We Tech Care Les Bons Clics platform;
- Nearly 2 million resources are consulted on this same platform by caregivers.
