“All parliamentary work on the budget risks being abandoned”

INTERVIEW – Threatened by a motion of censure after the activation of article 49.3, Michel Barnier's government risks being overthrown without passing the 2025 budget. The constitutional expert analyzes the consequences of such a scenario.

LE FIGARO. – Before activating article 49.3 of the Constitution, the Prime Minister made several concessions to the RN. Can he still modify the text before examining the motion of censure? ?

ANNE-CHARLENE BEZZINA. – The final version of the Social Security budget will be the one tabled this Monday evening by the government. Until the last moment, Michel Barnier can add any element to the text for which he takes responsibility. Including the abandonment of drug reimbursement, announced by the Prime Minister a few hours before the activation of article 49.3. On the other hand, the executive will no longer be able to amend its bill once it has been submitted.
