Zero-interest loan: new houses will be eligible for PTZ throughout the country

A government amendment to the 2025 finance bill plans to extend the eligibility of the zero-rate loan (PTZ) to all new housing throughout the country for a period of three years. A temporary boost to revive a sector in crisis.

While the still very high interest rates and the conditions of access to credit have hindered access to property for almost three years, the government wants to broaden the scope of the zero-interest loan (PTZ). An amendment to the 2025 finance bill, published on November 22, plans to extend this system to new houses and apartments throughout the country, reports

Homes back in the PTZ

As a reminder, the PTZ is a loan supported by the State, without interest and without administrative fees. It is accessible under various conditions, notably resources.

“The PTZ must be used to finance the purchase or construction of your future main residence, in addition to another real estate loan”

indicates the French administration on its official website. Until today, new housing was only eligible in tense areas. Since the start of 2024, new houses have even been completely excluded. Outside of stressed areas, the PTZ remained available for old housing, provided that energy renovation work was carried out.

With this amendment, the rules will therefore change. During his general policy speech, Prime Minister Michel Barnier had already said

“favorable to the extension of the zero-rate loan (PTZ) throughout the territory”

. But we did not know if this extension would also concern houses, or only one type of house, such as grouped individual houses.

Will the quotas be maintained?

Finally, all individual houses should be affected by this temporary extension of the new PTZ.

“This is excellent news for new housing”

applauded Norbert Fanchon, president of the Gambetta group, a developer specializing in home ownership.

“But if the zero-interest loan is extended to the entire territory, the budget must evolve accordingly. The government must not lower the quotas, otherwise it would only dilute the aid”

he nevertheless qualified. The quotas set the ceiling of the PTZ in relation to the total amount of the loan contracted.

For the moment, this question has not been addressed. As a reminder, today, the most modest households can finance up to 50% of their property loan with the PTZ. This extension should however come with a reassessment of the amounts, the amendment indicating that a

“decree will specify the portions of the total cost of the operation financeable by the PTZ”

.
