The Snow and Ice Plan in Île-de-France (PNVIF) is activated by the Paris Police Prefecture annually from November 15 to March 15. This is a zonal road traffic plan to limit the impact on the road network of an episode of snow or ice affecting at least two Ile-de-France departments. It is led by the Prefect of Police, prefect of the Paris defense and security zone (SGZDS) which covers the territory of the Ile-de-France region. This Snow and Ice Plan in Île-de-France is divided into 3 levels: Level 1 (Winter Watch) – Level 2: Reinforced watch (level activated when uncertainties about the risk of snow or ice appear. From this level, measures concerning the circulation of heavy goods vehicles and the transport of dangerous materials can be taken (speed limit, ban on overtaking notably). Level 3: Maximum system (range of measures concerning traffic, as well as pre-positioning of police forces.
Given the snowfall announced this Thursday, November 21, 2024, level 2 of the Snow and Ice Plan in Île-de-France is activated.
Météo France announces a switch to Orange Snow and Ice vigilance in Île-de-France on Thursday, November 21 from 11 a.m. to 8 p.m. Snowfall is expected and may make road traffic conditions difficult, despite the snow removal and road salting measures systematically carried out by the Île-de-France Roads Department. This meteorological episode coming from the west will cross Île-de-France throughout the afternoon before evacuating towards the east in the evening. Due to the still warm ground and road surfaces, the snow's hold on the ground will be limited: 1 to 3 cm of snow is expected on the ground, locally 4 to 7 cm in the south of the region. This snow melts in the evening, at least partially. Due to negative temperatures the following night, refreezing phenomena are therefore expected.
Restrictive traffic measures
In this context, restrictive traffic measures are taken as part of the implementation of the Snow and Ice Plan in Île-de-France (PNVIF) at level 2.

– Speed reduction of 20km/h on all axes of the road network in the department of Seine-et-Marne starting Thursday, November 21 at 11 a.m. and until weather conditions improve.
– Prohibition of overtaking maneuvers for goods transport vehicles whose total authorized weight (PTAC) is greater than 7.5 tons.
– Inprohibition of overtaking maneuvers to vehicles transporting dangerous materials (whatever the GVWR).
These restrictions occur at an Orange weather alert level; the situation may be reassessed according to forecasts.
General tips:
– Protect yourself from falls and protect others by clearing the snow and salting the sidewalks in front of your home, while avoiding blocking the water drains.
– Under no circumstances touch electrical wires that have fallen to the ground.
– It is essential to install generators outside buildings.
– Do not use appliances not intended for this purpose (stove, brazier, etc.) or continuous combustion auxiliary heaters for heating. These devices should only operate intermittently.
In case of travel:
– Be careful and vigilant if you absolutely have to travel.
– Choose public transport.
– Prepare your trip and your itinerary.
– Bring minimum equipment (warm clothing, food, water, etc.) in case you are forced to wait several hours on the road in your vehicle.
– Respect the traffic restrictions, the diversions put in place and the instructions given.
– Facilitate the passage of road and highway clearing equipment, in particular by parking your vehicle outside the traffic lanes.
– In the event of icy conditions, pay attention to the roadway.
– Reduce your speed and respect safety distances.
– Equip yourself with snow tires if possible: a car equipped with winter tires gains spectacularly in grip
