It is a major project which is entering a new phase, in mid-November 2024. North of Toulouse, on horseback between Beauzelle and close to the factories Airbus and the airport areathe Andromeda district is a vast eco-district project whose full completion is currently planned for 2038.

Beginnings of phase 3 of the developments

It is the developer Oppidea who is leading the project on behalf of Toulouse metropolissince 2002.

The first two phases are being completed and, in November 2024, development phase no. 3, in Blagnac, is being launched.


Consultation phase

A public consultation is thus launched from this Monday, November 18, 2024, and concerns more specifically the modifications to the zoning of the local town planning plan of Blagnac and the future PLUIH of Toulouse metropolis, the two current versions of these town planning documents not allowing not to initiate the work.

A public meeting to present the project in more detail takes place this Monday at the Résonance conservatory in Blagnac this Monday at 6:30 p.m. (broadcast on the Blagnac town hall YouTube channel).

Two participatory workshops are also scheduled at the Andromeda space: around the development of public spaces (November 28, at 6:30 p.m.) and around the architecture and use of housing (December 12, at 6:30 p.m.).

Hundreds of homes, shops, services…

At this time, here is what we know about what is planned in Blagnac: nearly 1,600 homesaccompanied by 1750 m² of shops and services, public facilities and an 8 hectare park on a total surface area of ​​52 hectares. The developers also promise 25 hectares of protected and preserved natural spaces.

A project which does not arouse unanimity

The Andromeda phase 3 project, as currently presented, raises concerns. The association Le Poumon des céphéides, which brings together residents of Blagnac and surrounding communities, will closely follow the presentation of the project during the meetings planned for the end of the year.
In a petition launched in 2023, entitled “Stop the Andromeda phase 3 urbanization project” and which has to date received several thousand signatures, the association believes in particular that the project threatens numerous protected species and century-old trees.
“We think that the place is not ideal, explains one of the members of the association contacted by Actu Toulouse. In terms of biodiversity of course and because currently, it is a nice place to walk. But we are also in a cul-de-sac with only one entrance road for the moment, only one bus line already very saturated, the Riou which passes nearby, as well as a Natura 2000 area nearby. , we questions the relevance of developing in this location There are many questions, not only in terms of town planning, but also in terms of what the life of the future inhabitants of the neighborhood and that of those who will be. already live around the site. We will seriously examine the project file.

Work on this third phase of the Andromeda eco-district is due to begin in 2028.

On 210 hectares in total

Considered the first eco-district in the metropolis, Andromeda will ultimately cover 210 hectares, with 70 hectares of green spaces. The first inhabitants settled there in 2008.

To date, the project provides for 4,969 housing units, as well as two school groups, nurseries, a high school, etc.
