Shock of knowledge, act II: Presentation and timetable of measures

The issue

The French school, inclusive, free and secular, must be able to raise the level of each student to break down social and territorial inequalities, a crucial commitment in the face of the fractures that divide the country.

The observation

In 4th grade, results stagnate or regress. A quarter of 2de students do not master the necessary fundamentals. College remains a challenge: it must once again become a place of academic achievement, not of dropping out.

School can be the engine of social progress, but this requires strong and sustained action..

The new measures of Act II

Redesign of school programs

A complete overhaul of French and mathematics programs, from kindergarten to 3rd grade, and modern language programs from 6th to 12th gradeis engaged with clear benchmarks at each level.

This involves providing teachers and parents with specific annual expectations to track each student's progress.

Labeling of manuals

School textbooks labeled and financed by the State are made available in REP and REP+ zones, as well as in rural areas.

They offer reliable benchmarks, guaranteeing unity, because each student deserves a solid foundation and each teacher a precise direction, while respecting the educational freedom of teachers: labeling is a support, not a constraint.

Supporting students in college

Needs groups in French and mathematics are maintained in 6th and 5th grade and extended to 4th and 3rd grade from the start of the 2025 school yearalternating one hour of French and mathematics each week.

One hour per week of homework done is planned for 800,000 students in 4th and 3rd grade. 22,000 successful internships are offered during the holidays.

These systems offer personalized and reinforced support to students in difficulty.

The aim is excellence for all, not elitism for a few. With tailor-made courses, each student has the keys to their success.

Patent valuation

From the 2027 session, the patent will become a mandatory first step to enter high school, with a new distribution between continuous assessment (40%) and final exams (60%).

Academic fixes have been eliminated for restore meaning and value to this diploma and make it more demanding and fairer.

Return of mathematics to the baccalaureate

From June 2026, all 1re students will take a anticipated mathematics test to enhance the common foundation in mathematics and sciences for all future citizens.

From January, reinforcements will be deployed in sensitive establishments: 150 CPE and 600 education assistants will be recruited in middle and high schools most exposed to the risk of violence.

The measurement schedule

Measures put in place from the 2024-2025 school year

  • Assessments in French and generalized mathematics at all levels of elementary school for the first time;
  • By the end of 2024 : teachers will have the results of their students in national assessments but also results at the establishment and academy level to enable them to situate them;
  • Teachers now have the last word to decide whether their students should repeat a year;
  • Implementation of groups of needs in French and mathematics in 6th and 5th grade with reduced numbers for students in difficulty;
  • French and mathematics are now taught in reduced numbers in 2nd and 1st professional years;
  • The timetables dedicated to general education are reinforced in the professional final year;
  • Spring 2025 : provision of first certified textbooks for CP and CE1 in French and mathematics.

Brevet 2025

  • Of the separate notes in history-geography and EMC ;
  • Introduction of a mention “very good with congratulations from the jury” for students who obtain 18/20 or more.

Measures put in place from the start of the 2025 school year

  • Application of new programs in French and mathematics for students in grades K-6;
  • Application of new modern language programs in 6th, 2nd, 1st and final year;
  • Labeled textbooks financed by the State in CP and CE1 in Rep, Rep+ and in rural communities.
  • Reinforced support for 4th and 3rd grade students with :
    • in class, a weekly hour of support in needs groups alternating between French and mathematics.
    • outside of class, twice as many hours of homework completed and successful internships.

Brevet 2026

  • A new distribution between continuous assessment (40%) and final tests (60%);
  • Continuous assessment will now be based on the average of 3rd grade grades.

Baccalaureate 2027

  • A anticipated mathematics test in 1st grade established in June 2026 at the general and technological high school counting for the 2027 baccalaureate session

Measures put in place from the start of the 2026 school year

Application of new programs in French, in mathematics and modern languages for students from 5th to 3rd grade.

Brevet 2027

  • The diplôme national du brevet becomes obligatory for direct access to the general, technological or professional second.
