The images from the disaster area in Spain show a picture of destruction: devastated towns, rubble and cars blocking the streets all over the place, desperate people mourning their relatives. Over 200 people died in the floods around Valencia last week.

After the devastating accident Spanish society and politics are now engaged in a major debate: Who is to blame for the high number of deaths? Could the disaster have been prevented? Were people warned too late?
