Vladimir Putin will bring together around twenty foreign leaders this week. Who are the heads of state who will be present? What is the Russian president’s goal? We’ll explain it to you.

It is “the most important diplomatic event ever organized in Russia”, welcomes the Kremlin. Vladimir Putin will bring together around twenty heads of foreign state from Tuesday, while the Russian offensive in Ukraine continues.

Which heads of state will come?

Vladimir Putin brings together 24 foreign leaders for this Brics + summit (acronym for Brazil, Russia, India, China, South Africa), the bloc of emerging countries. The Chinese presidents, Xi Jinping, and Iranian presidents, Massoud Pezeshkian, are expected there. Moscow is also counting on the presence of the Indian Narendra Modi and the Turkish Recep Tayyip Erdogan. Also expected are the leaders of Egypt, the United Arab Emirates and Ethiopia. Saudi Arabia will send its head of diplomacy. The Secretary General of the UN, Antonio Guterre, is also expected on site.

What is Vladimir Putin’s goal?

This meeting comes as Moscow is gaining ground militarily in Ukraine despite Western sanctions. For Kremlin spokesperson Dmitri Pesko, “Russia seeks relations that are based on international law and not on rules established by particular countries, notably the United States.” The summit will bring together “the global South and the East” to act as a counterweight, according to Moscow, to the West. In the eyes of Moscow-based political analyst Konstantin Kalachev, the summit “aims to show that Russia is not only far from isolated, but that it has partners and allies.” The Kremlin considers it “crucial” to demonstrate that “there is an alternative to Western pressure […] and that the multipolar world is a reality”, according to Konstantin Kalatchev. Moscow continues to present its assault on Ukraine not as a war of conquest but as a conflict provoked by American hegemonism.

Where is this international summit taking place?

The meeting of heads of state is being held in Kazan, on the banks of the Volga, in the capital of the Republic of Tatarstan.

Why is the summit being held in Russia?

Russia has held the presidency of the Brics + since January 1, 2024. At the same time, Vladimir Putin is the subject of an arrest warrant issued by the International Criminal Court in March 2023 due to the deportation of Ukrainian children, according to the accusations from Ukraine. Vladimir Putin had to give up going to the previous summit in South Africa.

How long will the summit last?

The summit begins Tuesday October 22 and will last 3 days until Thursday October 24.
