Marrakech – Morocco is an ardent defender of human rights issues on a global scale, relying on multilateralism, said Wednesday in Marrakech the permanent representative of the Kingdom to the UN Office in Geneva , and current president of the Human Rights Council (HRC), Omar Zniber.

This strong commitment is reflected in particular by the Moroccan presidency of the UN HRC for the current year, underlined Mr. Zniber at the opening of the 10th edition of the Glion Dialogue on human rights. Man, recalling that Morocco had organized in December 2022 the first international seminar of national implementation, reporting and monitoring mechanisms (NMIRFS), the work of which was crowned by the adoption of the “Marrakech Declaration”.

This seminar allowed the emergence of the idea of creating an international network of NMIRFS, an initiative supported by Morocco, Paraguay and Portugal, with the aim of institutionalizing cooperation, partnerships, dialogue and exchange of good practices, and to support countries in setting up their own national mechanisms according to their national realities and priorities.

The ambassador welcomed the launch of this network as part of the Asunción Declaration in May 2024, noting that it is with this in mind that the presidency of the HRC was kind enough to dedicate the debates during this “Glion X” to the transformation of universal standards into local reality, through the NMIRFS.

He added that this edition of the Glion Dialogue will be marked by a responsible and constructive debate around the importance of NMRIFS and the great added value that these mechanisms represent for all States and all stakeholders.

After highlighting the importance and relevance of implementation, reporting and monitoring mechanisms for international and national human rights ecosystems, Mr. Zniber highlighted the capacity of these mechanisms to become the one of the key elements of national systems for the protection of human rights, by translating international and regional human rights standards and practices at the national level and by acting as bridges between the multilateral system and local reality.

Glion From international standards to local reality: national human rights implementation, reporting and monitoring mechanisms, and strengthening the effectiveness of the UN human rights system and of its impact on the ground”.

This 10th edition aims to create an informal and neutral space, inspired by the “Chatham House” model, where all stakeholders will be able to exchange and identify good practices crucial for the creation and/or development of NMIRFS.
