On BFMTV this Friday, December 6, Édouard Philippe judged “that we need to use more” the referendum. The former Prime Minister judges that “if Parliament has difficulty discussing, if it is in the excesses that we have observed, I think that it will be useful to use the referendum tool while respecting the Article 11.”

The president of the Horizons party listed the themes on which this constitutional tool could be used. “On economic and social subjects like the reform of unemployment insurance, should we do it, go further?”, asked Édouard Philippe.

“We can use it on institutional subjects, for example on an electoral law. We can go on organizational subjects, perhaps on societal subjects,” continued the mayor of .

“Since the Assembly is stuck in a three-way game and cannot define majorities, using the referendum will be a good thing,” judged the former Prime Minister.

Article 11, mentioned by Édouard Philippe, allows the President of the Republic to “submit to referendum any bill relating to the organization of public powers, to reforms relating to the economic or social policy of the nation and to services participating in it, or tending to authorize the ratification of a treaty which, without being contrary to the Constitution, would have repercussions on the functioning of the institutions.”
