Born in 1956, Zouhair Chorfi holds a doctorate in economics from the University of Grenoble. He began his career in 1985 within the General Inspectorate of Finance before joining the Department of the Treasury and External Finances where he held various positions before being promoted in 2003 to Director of the Treasury and External Finances.
In 2010, he was appointed director general of the Customs and Indirect Tax Administration and then became, in 2017, secretary general of the Ministry of the Economy, Finance and Administration Reform. From 2020 to 2021, he was appointed chief of staff to the former Minister of Economy and Finance, Mohamed Benchaâboun.

Zouhair Chorfi was also a member of the Board of Bank Al-Maghrib, director of the Moroccan Capital Market Authority (AMMC), the Banque Centrale Populaire (BCP), the Communal Equipment Fund, the Maroc Emirates Arab company. Development Units, of the Arab Bank for African Development. He was also Chairman of the Council of the World Customs Organization and a member of the Public Enterprise Transfer Commission.
The National Electricity Regulatory Authority (ANRE), which he will chair, has the particular mission of supporting the implementation of the national energy transition, ensuring the proper functioning of the free electricity market, ensure equal access to the national electricity transport network and electricity distribution networks, and to arbitrate disputes between players in the sector.
During the Council of Ministers on Wednesday, December 4, the King gave his high directives with a view to looking into an overhaul of this body with a view to its transformation into a National Regulatory Authority for the energy sector, through the revision of the relevant law, the broadening of its powers to encompass, in addition to electricity, all components of the energy sector, namely natural gas, new energies such as hydrogen and its derivatives, as well as that the domains of production, storage, transport and distribution, in order to be in line with the level of maturity that the energy sector has reached in our country, and in compliance with best international practices in this area.
