INTERVIEW – Listened to in the Kremlin, honorary president of the very influential Foreign and Defense Policy Council (SVOP) which he co-founded in 1992, Sergei Karaganov is a key figure in Russian strategic thinking.
LE FIGARO. – What do you think of Vladimir Putin's recent changes to Russian nuclear doctrine? ?
Sergei KARAGANOV. – The goal of Russia's policy is to lower the threshold for the use of nuclear weapons and prevent a major nuclear war. Putin clarified that Russia has the right to use nuclear weapons, including against non-nuclear powers that wage war against us with the support of nuclear powers. This is an important innovation, but there are other changes as well. I welcome this because I have been advocating for such changes for several years and I am happy to have helped start a discussion on these topics.
