Ten months is the period of time during which a head of the Seine-Maritime national police department ordered her employees to renovate her house. Members of the technical service under his authority accuse him of having abused his position. They explain that they took charge of the work on his house, located in a housing estate in the Rouen metropolitan area, from the interior to the garden. It was France Bleu Normandie which revealed the story this Monday, November 18, based on several testimonies, private messages and, even, photos and videos.
“We did the plumbing, the electricity, the tiling… Everything, there was nothing in the house except the walls and the placo”thus confided one of the agents concerned to the local branch of the public service. According to the testimonies collected, the head of the operational support department (SDSO) requested that her subordinates carry out the work during their working hours, in exchange for cash remuneration, as well as a future promotion.
The agents estimate that the accused director owes them 10,000 euros
“My department head made me believe that I could reach the higher rankconfides an agent contacted by France Bleu. And that she would support me to reward me for my work. » The police officers concerned estimate that the accused director owes them 10,000 euros.
The latter is also accused of having illegally paid bonuses to her son, hired as a contract worker in this technical service, at the end of 2023. According to explanatory reports sent to Nicolas Bouferguene, the interdepartmental director of the national police (DIPN) , which France Bleu was able to consult, the principal concerned would have received an Annual Compensation Supplement (CIA) bonus. The latter is reserved for civil servants.
So that her son could receive the money, she would have inflated the bonuses of the holders – which can reach 1,000 euros – under her orders. The latter then had to withdraw half and pay it back to the three contract agents, including his son, in cash.
“My client formally denies these accusations and will not respond on the merits given the duty of confidentiality conferred on her by her statusreacted the lawyer of the accused director, lawyer Laura Kalfon. An administrative, not judicial, investigation is underway. » The General Inspectorate of the National Police (IGPN) opened an administrative investigation last July and held a series of hearings in its final days. Enough to definitely shed light on this matter.
